Gallery Local has a home again.

When Gallery incorporates the Summer of Code XML-RPC code, Gallery Local will have some activity.

Till then, 0.4.0 is the latest and works with all Gallery 2.0 installations and probably 1.x installations as well (it uses the Gallery Remote protocol)
